Summary

The City of Los Altos, Santa Clara County, California, invites sealed bids for furnishing labor, material and equipment required to complete the project in the particular locations, of the forms, sizes and dimensions and of the materials and to the lines and grades and at the elevations as shown and delineated upon the plans and specifications made therefore.

The project is to repair Fremont Avenue roadway surface, between Grant Road and the Stevens Creek Bridge within the City of Los Altos. Work includes, but is not limited to, mobilization, striping removal, 6” thick asphalt concrete pavement repairs (mill & plug), asphalt overlay on existing pavement, traffic control, miscellaneous re-striping and other items or details that are required by the contract Drawings and Specifications.

Virtual Bid Opening Instructions

As a temporary measure in response to the City’s efforts to reduce the potential risks of COVID-19, the City will conduct a “virtual” public bid opening conducted via Ring Central Meeting application’s video conference meeting. There will be no in-person meetings. Virtual public bid opening can be accessed with desktop application or internet browser. Questions for this Bid/RFP

What is the engineer's estimate for this project?
Engineer’s estimate: $1.8M
I don't see any detail for the truncated dome panels or where they are going. How big are the panels? How wide / thick for the concrete border around? How wide of an asphalt conform should we figure?

What are the allowable working hours? Sheet C1.1 Note - T7 indicates "construction work will occur outside of peak travel hours" with no definition of what the peak hours are? Thank you.
Construction hours shall be 7am to 5:30pm on Monday to Friday. Peak hours shall be 8am-10am and 3pm to 5pm. The City will monitor the traffic condition during COVID and adjust the peak hours as needed.
The plans indicate one 10' lane must be maintained in each direction at all times but there are several areas of the project where the existing roadway is not wide enough to accommodate that. Will one-way reversible traffic control be allowed?
For areas where 10-ft lane is not feasible in each direction, the contractor shall submit a traffic control plan showing one-way reversible traffic control with flaggers for City review and approval.
Please reference bid items #17-19 Digouts. The charts on sheets C2.1 and C2.2 sum up to 35,369 SF. The bid quantity shows 37,137 SF. If you use 6” for 35,369 SF you get 1,325 TN AC. The bid items show 824 + 893 = 1,717 TN AC. Please clarify which is correct. If we use your tonnage of 1,717 TN, we get an area of 45,787 SF. Please confirm if we are to use the tonnage or the area in our calculations.
a. The bid quantity includes extra quantity for digouts which may be added in field per Engineer’s direction. b. 1356 Ton is the raw tonnage. Bid item quantities include the 23% contingency for compaction.
Grind and Overlay Asphalt at Ped Crossing: Demolition note 7 states to remove 2’x5’ which is the truncated dome area. However, it does not state the section for grinding and overlaying at the crosswalk area between the two truncated domes. Bid item #24 shows 433 SF. Could you provide a detail for the grind and overlay?

Shoulder backing at the right edge: Bid item #21 shows 3,230 LF for the right edge shoulder backing. Typical cross section shown on detail 5 of C3.1 shows right edge shoulder backing on both Eastbound and Westbound sides of the road. Takeoff along the shoulder excluding wedge grind areas sums to a total of 6,273 LF (3,087 LF Eastbound and 3,186 LF Westbound). Should the bid item quantity be 6,273?
See Addendum #1 for revised quantity for bid item #21. It is revised to 6,373 LF. (3,220 SF for WB and 3,153 SF for EB).
Shoulder backing median: On typical cross section detail 5, median shoulder backing is only shown on the Eastbound side of the road. Takeoff for the linear footages along the median is 3,135 LF, whereas the bid item quantity shows 660 LF. On the Westbound side, there is 3,135 of Clear and Grub. Is this correct? Please clarify.
The Bid quantity, 660 LF, is correct, as shoulder backing is only applicable where the existing median ground elevation is lower than the adjacent edge of asphalt pavement.
HMA-A Overlay Takeoff: Bid item #41 shows 214,221 SF for the CIR. Using 1.5” for the overlay and pave back at the wedge grind gives a total of 2,288 TN whereas the bid item qty shows 2,820 TN. Please clarify which is correct.

Could you please verify the reference value used for field compaction, “laboratory maximum density” is the bulk density obtained from CTM 304? Just not to be confused with the theoretical maximum density from CTM 209.
A minimum relative compaction is 95%, without looking at the required maximum/minimum as specified in the project documents using CTM. CTM 304 is the method to be used in the sampling of AC. References to CTM 304 are found in Caltrans IA of said CTM 304 outline.
