In order to ensure the City receives sufficient information about the qualifications of proposed staff as well as subconsultants, are resumes excluded from the 5 page limit for Experience and Capabilities?

We would prefer if you could fit the information into a 5 page limit. Resumes do not need to be fully listed out, but showing the breadth of experience in their area of expertise and on similar projects.
